J4 and I spent a bit of time discussing this, and here is what we came up with (well, to be honest, most of it was his idea.)
Instead of reducing the power of IGMS, we extend the spell Shield so it is 1 turn/level instead of 1 round/level, and make Shield grant immunity to IGMS and ILMS. Now, first impressions make this seem like it is vastly in favour of the mages, but before you all start flaming me, hear me out. If we do this, we will put charged items in game, that anyone can use, for a price, allowing non-casters access to the spell too. This will make it a nice money sink, and because we are making the spell more useful for mages, they will definitely want to consider assigning a spell slot or two for Shield. The Shield spell is still subject to dispells, and that is something a mage will have to deal with if they see someone bearing down on them, with a Shield in place. This gives the melee slightly more time to engage the mage.
I stress this is only a possible solution. This is not what we will be implementing. This suggestion does not carry any more weight than any suggested so far and we welcome any and all comments on it.

Wyv, I should point out, shield is already at 1/trn lvl... but that is a common sense solution (similar to my magic resist amulet idea), that doesn't decrease IGMS' effectiveness in PvE (which is where mages need it most), and allows you to plan for a battle against a mage, yet still leaves the mage options and leaves them the spell.
In other words, me the poster-boy for IGMS "spam" is all for enhancing the Shield spell! (Hey while you're at it could you change the AC bonus that the shield spell gives to a shield bonus like its suppost to be? And maybe make mage armor actually give an pure armor bonus, like its suppost to, rather than that ridiculous +1 nat, +1 defl, +1 dodge, +1 armor?)

I gave the best solution I could have possibly aimed for.. All I can see though is problems no offense.. the system will work for a few weeks then it will break

Actually, I am fairly sure it is possible, but I will need to double check. Valid hostile targets are selected, and one of the parameters used is based on just that I am certain. I dont know if the range is selected from the caster, or the target you select however. I will need to investigate it.
It's just a game...
